Plugin making

can someone make for me following plugin? here is what i want: i want to be able to write for instacne /city or /parkour and it will teleport me to city or to parkour. then, i want to make this working with multiverse-core and make me able to make my own locations (to all players with op better). For instance if i want to make new location for teleport, i write to chat this:
/customtpcmd add [name of the location] [coords] [world] title:[title command]
then make there command /customtpcmd help to show all the available commands
then /customtpcmd edit [name of the location] [new coords] [world] title:[new title command]
i want this, because i am making my own minecraft server and i cant programne. if someone gonna help, you can join my server discord, contact me on discord (@kockavtroube) or via gmail (okklangames@gmail.com)
